BF3 Low Frames

When I play BF3 on ultra, I average around 45-50 fps. I checked for a bottleneck with HWInfo and RivaOSD, but the CPU usage on the first 4 cores sit around 75%, and my gpu at 75% also. Similar setups have been able to average 60 fps on ultra, and GeForce experience recommends ultra as well. What's causing the low frames? Shouldn't either my cpu or gpu be at 99% if i'm not getting optimal frames?

Specs:
AMD FX-6350 6 core (4.2 GHz)
NVidia GTX 660 2GB OC
8GB DDR3-1600
Windows 8 Pro 64 bit

Well in BF3, the 6350 has the CPU load distributed between 6-cores. 50 fps is normal for a GTX 660.

+1^ BF3 although a couple of years old now, is a GPU beast. At ultra your 660 is a good card, but by no means top end. The FPS your getting are appropriate for the level of GPU you have in your system.

I'll keep researching then, because even on high i still average 45 fps without utilizing all of the cpu or gpu. Also, the resolution I'm playing at is 1680x1050.
 

Well, 1680x1050 is a tiny bit low, BF3 is not fully optimized for 6 cores, and the 660 is not really intended for Ultra@1050p. You need a higher resolution or a better video card.
