GTX780 No Display on 7" screen

Here's my system.
GA-X58A-UD3R
GTX780
Zalman HD160XT+
Samsung 40" TV

This is set up as my media centre. I've had a Radeon HD6850 and I just got a GTX 780 (want more games)
It has worked flawlessly with the previous set up but I cannot get the GTX780 to boot the system with the 7" screen connected.
What happens. I install the GTX780 and connect the 7" screen only (has a VGA connector so using a DVI-I - VGA adapter). System will not even post. and all lights on MB stay lit. Just 'Unsupported' displayed on small screen. Unplug, plug in Samsung TV via HDMI, boots normally. Plug in both, no post. Unplug 7", boot with Samsung TV only, install NVIDIA drivers, plug in 7" screen while in Win 7 X64 SP1 and there, both screens display. Reboot, and will not post. Only way to get both screens showing is to first boot without 7" screen plugged in then plug it in later. (Not good WAF) Tried a DVI-D - VGA adapter, no output at all to the 7" screen.
I've tried the GTX780 in all PCI-E slots that fit and result is the same. I cannot access the BIOS with the GTX780 installed as it will not even show me the post screen, so I've re-installed the Radeon card, cleared CMOS, (both by battery method and clear button on the back), tried changing the preferred PCI in the BIOS. Still no change.
My next attempt will be to try a DVI-A to VGA adapter or an active (powered) DVI to VGA adapter.
Any other advice would be appreciated.
