Solution
If your memory is at 673MHz, then you do not have the memory clock set correctly. Revision 3 and 4 of that motherboard have XMP memory profile settings available. On earlier revisions you can manually set the memory or use DOCP (DRAM Overclocking Profile).

The motherboard is the GA-990FXA-UD3 Rev. 1.1

The part number on the ram is KHX1600C9D3K2/8G

8GB DDR3 PC3-12800 (1600MHz) 240pin DIMM Kit (2x 4GB) Unbuffered Non-ECC, Dual-Channel, 512Mx64, CL9, 1.65V, FBGA, Gold Lead - HyperX Genesis Series

DDR3-1600MHz at a low latency timing of 9-9-9-27 at 1.65V. The SPDs are programmed to JEDEC standard latency DDR3-1333MHz timing of 9-9-9 at 1.5V.

You apparently are using two kits since your Specs say 16GB memory and the part number is for an 8GB kit. Mixing memory kits together is not recommended, as there may be compatibility issues such as unable to boot or unable to operate at rated specifications.

Each memory kit is thoroughly tested to ensure compatibility within each memory kit. And because your memory kits have not been tested together, there is no guarantee compatibility when multiple kits are used.

Assuming you use a single kit of two modules:
(page 36 of downloadable motherboard manual)

For 1600MHz
Set Memory Clock
change [Auto] to [Manual]

Memory Clock
This option is configurable only when Set Memory Clock is set to Manual.
Change setting to [X8.00] Sets Memory Clock to X8.00.

DDR3 Timing Items (page 38)
Manual allows all DDR3 Timing items below to be configurable.
Options are: Auto (default), Manual
Change to [Manual]

CAS# latency - change number to 9
change next two numbers to 9
change fourth number to 27
These correspond to 9-9-9-27 DRAM Timings

Next the DRAM voltage need to be changed fro 1.5v to 1.65v
DRAM Voltage Control (page 40)
Allows you to set memory voltage.
Normal Supplies the memory voltage as required. (Default)
1.025V ~ 2.135V The adjustable range is from 1.025V to 2.135V

Save and Exit BIOS

The only advice I can give you if you want to try using two kits for 16GB is to run one speed lower. (1333MHz)
