CPU and GPU Loads too low for DotA??

Whilst playing dota on max settings:
Loads:
CPU: 30-40 GPU: 13-17
When I benchmark, everything is perfectly fine, so I don't think there is a hardware issue.
I feel my loads are too low when playing Dota 2. My PSU is 500w, but I think it's enough, because other games are ok.

My FPS: 20-30.
What I should get: 80-100.

 
EDIT, I did not see the frame rate until you added it.

If a game does not have high requirements, it will not max out the video card or the cpu.

Also if you play a game with vsync on or another form of frame rate limiter it can also reduce load.[/strike]

Basically in game is where the lag is at.
V-sync is off, no fps limits in console.

GPU: GTX 560Ti
CPU: i3 2120
RAM: 8gb ddr3

The i3 2120 is extremely similar to the i3 3220, and according to:

I should be getting MUCH higher fps.

Look my hardware should be fine to almost max out doto, so I really really think there's a problem with my cpu/gpu usages whilst playing this game.

When using benchmarks such as Heaven, on Ultra I get 60fps.

Check if your ram memory is in dual-channel configuration. If not so,put it in dual-channel mode,or buy another one module if you have only one module of ram right now. But first,check if your mobo supports this mode. Dota 2 loves fast 128-bit dual configuration.
