The computer I just built wont turn on for the first time

Hi,
I just built my first computer, assembled everything, put it all in the case, hooked everything up fine, it all worked just perfect, until I hooked it up to my monitor and turned it on, it said no signal, and the computer seemed to be off, so I investigated. I turned off the computer and then turned it back on, it worked for the first, maybe, 5 seconds and then, everything went dead, it all turned off, and then a couple seconds after that, it all came back to life, the process repeated over and over again.
My first guess was the power supply, I got it from my dad, it wasn't used because my dad found out that he didn't need it (idk why).
The power supply didn't have the best wattage (400W), so I started to unplug everything un necessary (Lights, SSD, VGA, ETC) because they take more power, and it still anded up doing the same thing.
I built the whole computer grounded, I used gloves the whole time, I placed everything on an anti-static surface, nothing appears to be damaged, the CPU isn't over heating , and I am puzzled.
Is would much appreciated if someone could help me with my problem, it has always been a dream of mine to build a computer.
 
Solution
You need a new PSU, even a good 400w PSU would have a difficult time, a lower quality unit like the Coolermaster elite series isn't going to power a gtx 660ti.
