The first build has some problems:
That motherboard is no good for overclocking. The VRMs have no heatsinks and the board overheats.
The CPU cooler will be loud and not cool any better than an air cooler. I ALWAYS prefer air coolers to closed loop liquid coolers.
Get win8. It is simply better.
750w is overkill. 650w will be plenty.
Second build:
Same thing with the CPU cooler.
The Cx line form Corsair isn't the best .The XFX650 would be MUCH better.
Win8 as well
Both build will perform the same in most games. The GPUs are the same and this does 85% of the work in games. It all whether your prefer AMD or intel from there.

but what if i wanted to crossfire 2 R9 280xs in the future wouldn't it be better to go with the higher power supply? and i don't really care what people say about the OS because i personally don't care for windows 8, and would i even need to overclock the amd build for gaming.because at this point im just pushing my budget

This doesn't support sli and crossfire only at x16/x4,i wouldn't choose that one.

The Corsair h60 is a joke and the Coolermaster hyper 212 evo will cool the same or better for way less money.
Also, a 60gb SSD is pointless. 120gb or none at all is really the only way to go.
750w is way overkill. Get an antec, XFX, COrsair, Seasonic 650w unit.

Towers use the 3.5" standard. The bracket I linked converts the 2.5" SSD into a 3.5" SSD so that you can put it in the tower without it falling out.
