GTX 780 Winforce 3X (V2.0) OC Problems

So, I just netted myself a wonderful new Hazro 1440p IPS Monitor and a GTX780 to help push those pixels. I'm a seasoned Overclocker and I'm not stupid, but I'm a bit baffled by my inability to OC this card.

The following settings crash on Haven -
1.2v - 1215Mhz Core Max Boost - 6150Mhz Mem
1.187v - 1190mhz Core Max Boost - 6150Mhz Mem
1.2v - 1200Mhz Core Max Boost - 6008 Mem
Etc.etc.etc

I was playing about with Memory OCing playing a loop of the first Crysis 2 Mission, getting to 1215Mhz Core and 6600Mhz Memory...which was great. I plopped it onto Heaven 4.0 and the driver crashed within 1 minute.

So I played about a bit more. Thought that my memory was messing me around and dropped it to 6150. No luck again.

Dropped the Overvoltage to 20-something-mv and the max core dropped to 1190. No luck again, took longer to crash this time.

Dropped Memory to stock and the Max boost Core to 1200 with 1.2v - again, a crash.

Temp readings are fine etc.

It goes on and on.

Some history for you. My old 7870 Used to be at 1200Mhz Core/5.8Ghz Mem - we had a power surge. It then could only be ran at Stock.
I suspected my card originally, but now I'm suspecting my PSU.
It runs the 780 at Factory OC'ed speeds fine though. (1097 Max Boost)

I hope i've not got a dud card here - I'm sick of getting bad chips. I run my 2500k @ 1.38v just to get 4.6 out of it...

Its stable at Factory OC'd GTX780 Speeds too, are you saying that somehow OCing the GPU can unearth System Memory problems?
Note - The crashes are purely Software based at the moment, my PC is yet to crash, it is literally Driver crashes over and over again.
EDIT - OK now its crashing at stock speeds.
Again, Driver crashes, which rules out memory - Its my PSU, I'm certain - or my windows installation????
