PSU and CPU cooler help

Need help with finding the right PSUand CPU cooler. I've been looking around but can't make up my mind.

For the PSU and looking between 750w to 1000w, Most people suggest corsair.
For the CPU cooler i've been looking at the Enermax ETS-T40-VD, is this any good and is there any better (no watercooling please).

It was only £22.99 thought it it will be fine. "I WAS WRONG".

To be honest its been fine for most computer needs and games like Fallout 3/NV on ultra settings, just doesn't handle certain games like "The Witcher 2" or "Far Cry 2" Causes PC to run realy fast, gets quite hot and starts to make a burned plastic smell. Which is the reason i need a new PSU and CPU cooler.

Any Advice will be much Appreciated

PS: I've head reiews on my ACE PSU and pritty much they say to just chuck it in the bin. :D
