Need help urgently for Sapphire HD 7970 3gb ghz version problem

Hi guys. I have recently bought a Sapphire HD 7970 vapor-x gpu but having problems getting it to run. When I first got the card and slotted in my MB, I was having problems starting the pc. Usually got 1long and 3short beeps from my motherboard. After a long search online and manuals, I have pinpointed the problem to 1 of 3 things.
1 motherboard problem
2 gpu problem
3 Psu problem.
I have tried an old graphic card on my motherboard and that started without any problems. Pc runs without any problems. So I have ruled out MB fault. I thought the graphic card had a fault and tested the card on another rig and the card ran flawlessly. I have ruled out graphic card fault.
So I checked the specs of my psu and found that I had 16amps running on 12v rail. I went and purchased XFX xxx version 650w psu which runs 53amps on 12v rail. http://www.scan.co.uk/products/650w-xfx-xxx-p1-650x-xxb9-hybrid-modular-85-eff-80-plus-bronze-sli-crossfire-eps-12v-quiet-fan-atx-v
Once I had received the psu and installed it, all my problems seemed to vanish into thin air. Everything was working flawlessly including the sapphire 7970 3gb graphics card. It was running perfectly for 3 days until today.

When switched my pc on today I got the same problem which I started out with. Power comes on, fans spin like crazy on the sapphire card, then I get 1long and 3short beeps from mobo!
I took the sapphire card out and replaced it with an old card on the mobo and the old card runs perfectly. Again tried the sapphire card on a different rig, and it works without problems. This is driving me mad!
Can anyone help? Has anyone come across this type of problem before? I really need some input. Will appreciate any help/input.

I used to have that P5n-E SLI MB years ago. It too had some "odd" issues I never could get to the bottom of. Although the one you are experiencing, I never had. Have you got the Dual/Single Video Card inserted the correct way for a single card? You might try it in both directions a few times just to be sure it is making good contact. Is this the beep code you came up with?
"1long, 3short: No video card or bad video RAM Reseat or replace the video card."

Btw, do you have all 4 memory slots populated? If so, what speed memory are you using?
