how to service ATX12V short circuit

hello all
I would like to ask .. what is causing the component if the power supply at the plug to be dead .. but already replace the power supply but if the ATX12V connector is removed .. the fan spins.

check to see that the motherboard not shorting out to the motherboard tray or the metal io shield on the back. a lot of time one of the shields metal fingers can hit the bottom of the mb or get into the usb port. also if the wrong screws are used on the mb standoffs the mb can be shorted out. also check that the bios on the mb is at the right rev to post your cpu some mb and cpu need bios updates to post. also try booting if your motherboard has onboard video with just the onboard video and one ram stick.
