Windows keeps changing my theme to basic without asking. My primary GPU is a gtx 760 4gb running 3 1080p displays and my secondary is a gt 310 running two 720p displays. I don't have some super heavy theme, I just set the color to black (no aero) and a wallpaper.

Why not try to put the wallpaper picture into :
C:\Windows\Web\Wallpaper\Windows and then select Windows as your default theme?

Well, can't you set that in Windows Colour in 'Personalization'?
