RAM speed can't reach its top speed

Hi Guys
I installed a kit of Corsair Vengeance Pro 8GB x 2 1600MHz and it is running low and can't reach the mentioned speed. Anyway to get 1600MHz ? Can you also tell me how to change the Common Rate in BIOS ?

ram is always DDR, which means double rate, means your 947 is really 947*2 which is almost 1900mhz that your RAM is running at, so are you overclocking your system/fsb ?
