The Group Policy is stopping me from doing thing,like going on a site or trying to set my clock. it is very hard to go a site when a pop up comes up saying,This program is blocked by Group Policy,for information,contact your system administrator.can you Please help me,because i do not know what to do

Yes, those are some of the things that can be blocked via Group Policy.
As it says, contact your System Administrator.

Is this your computer? Are you the Primary Administrator on your PC? Is this your parents computer that you are trying to do things you aren't suppose to be doing? Is this a work PC, if so contact your System admin.

Then obviously someone put that GPO there. Your parents, perhaps? Talk to them.

A GPO just doesn't appear out of nowhere.

If he they are the primary admin user for the PC and it just started happening, it sounds more like a virus restricting their computer use, maybe run a full system scan in safe mode?
