can a GeForce 740m 1gb + i3 337U run need for speed rivals ?

You wont be able to overclock that laptop.
You should be able to run that with a 740m fine. But as I don't either own that gfx card or that game I cant make a judgement on what settings it will run best at or the FPS, but my educated guess medium would be fine.
