Is a GPU fitting on a motherboard PCI-e 3.0x16?

If a mother board says it has:
2 x PCI-e 3.0 x16
1 x PCI-e 2.0 x16
1 x PCI-e x1

How many GTX 780 could it hold?

3, you need a PCI-e, any version 1 2 or 3, at at least x8 mode. You want x16, so you are good for 3.

Just transfer rate. X16 is the amount of bandwidth so below x8, there isnt enough. You still want to visually check to make sure the cards will fit.

Most dont that is true as they cant saturate the lane. However, the 780 can. It will benefit, but its not any difference that is visible.
