Both long after you've thrown it in the bin for being too slow, the actual life of the card will far exceed that of its usable life, overclocking doesn't affect lifespan at all unless you go all out.

You will have no issues with life expectancy with either of those cards. While TECHNICALLY the overclocked one would die faster due to more heat and voltage, that doesn't matter here. That card will be WAY WAY WAY outdated before you even need to worry about that. Any modern video card will last as long as you need it too.
Get the 650 Ti Boost, as it will have a decent performance advantage to the stock, not to mention better cooling (depending on manufacture).
