Insane Gpu usage spikes and bad perfomance in game

I posted this on the league of legends forums aswell so im just gonna copy and paste it as it explains it all. Please take a look

So the last 2 patches havent been the best for me. I usually run run the game with everything on top settings without shadows which i disable cause i find it over the top. My pc is a pretty decent one and it just started happening for some reason. I will be fine just walking around but when i engage a person or jungle camp i get dropped from 60 FPS(Vert sync) to somewhere around 25-30 but it looks like its not really even moving and just disgusting laggy look and feel. My pc specs are going to be linked below if anyone has any ideas i would be much greatful

Not that i can tell really. I play CS:GO and League only really and CS:GO has good frames all the time but i run that stuff on low and on a smaller resolution then my screen is for that game only. League wasnt doing it for a while then it started on my 7770 card before i switched to the 3gb 660 ti card. Not sure why its doing it really

yes,, electronics degrade overtime...your hdd is one factor...
if you have a vertical sync on, 60 - 30 fps drop is normal...use adaptive v-sync to avoid this...
