TV vs Monitor

Hey guys I'm looking into buying either a monitor or a tv for personal use.
I've read through various posts and what I've gathered is that I should base this decision on my circumstances and how I would use the product.

I plan on using it as a display for a PC and a PS4 in my room, specifically on my desk. My room is really small and I'd be maybe a foot-foot and a half away most times and at most 5 feet if I'm in my bed, which rarely happens.

Now from what I've heard, under these conditions, a monitor is the better of the two options, 1080p obviously, but I'm still unsure on whether to get an IPS display or something else. I was also wondering what the ideal response time would be for what I'm using and hopefully $400 or under. Or am I completely wrong and I should just get a TV?

hello... well if ya need to read small text or internet surf, then you should get a computer monitor... if your just doing gaming from a far try a TV monitor with at least 60 hz at 1080P... The computer monitor will allow reading small text much easier as the display dots are much closer together for clear Text detail.
 
from 1ft away a monitor is better.
from 5ft away a tv is better.

you could pick up a clearance 32-40" tv from walmart for about $400 or if you didnt want to look around for clearances then i'd just say go with a nice ips monitor like 9 suggested.
