Power Supply: Something Budget-y

Hi,

I'm trying to get a good power supply for my upcoming PC build. I understand that PSU's are a very important part in building a PC, which is why I'm asking. I also wish to know a little more about PSU's. What I'm looking for is something that will:
a) Give me enough wattage. My rig takes 658W. Do I need "wiggle room" for Power Supplies.
Ex: Would 500W be enough for a 450W rig, or would 600 be sufficient?

B) Something that won't harm my electric bill as much. 80 Plus is a must. Gold would be prefered.

C) Something silent and high-quality. I've taken note of some brands that are good with sound and make high-quality PSU's
-Corsair
-Seasonic
-EVGA

Any suggestions? Anything that you can get that is sub-$120?

Modular has all its cable separated so you can choose what you want(for cable management).
Semi modular has the 20+4 pin cable and some others too attached with the psu.

And yes, 750watt 80+ Bronze will be more than enough :)

What's the difference between semi- and full modular?
