GPU OC issue.

I just raised my GPU frequency through my MOBO from 100 MHZ to 103 MHZ, now my PC is failing to restart. I can't even see my bios. I have a Sapphire 7970, did I just fry my card?
 
Solution
Most likely not. Unplug everything and then open your computer. Pull your CMOS battery for 30 seconds, put it back in and then try to boot.

Edit: In the future, don't do anything to the GPU in the BIOS and don't do anything to the CPU in the OS.

unplug power to the pc. Take out the cmos battery. Hold the power button in for about 10-20 seconds. Put the battery back in. Plug power back and try and boot up then. Oh and I'm guessing you touched the PCI express frequency. I wouldn't touch that. Overclocking a video card using that isn't a good idea afaik.
