i am running Windows 8 pro 32-bit in my core 2 duo e7500 2.93 ghz with 4 gigs ram...my problem was when i played music files in background or while watching HD videos i could hear stuttering sound....i monitored the latency using latency optimizer...and the graph was spiking red...after searching for a fix...i found that increasing the pc power setting to max performance would fix this....currently after putting in the performance mode....the stuttering has stopped...but when i was using windows 7 few months back ...i was running in the recommended power setting (balanced)...and the latency was very good ...there wasn't any stuttering.....also now i am going to buy a HD 7750 which is going to be powered by my generic 450W PSU....my doubt is ...do i have to switch back to windows 7 to minimize the energy consumption ...else win 8 will work fine along with HD 7750 in high performance mode?...

I really can't imagine you are saving a whole lot of electricity by changing the power profile, given the hardware you have listed above. If you want, try plugging your computer in via one of these Kill-A-Watt power meter units. Run it with your power saving profile active with the stuttering, and then turn everything up to max performance and compare.

You do not need to reinstall 7 to get the power savings (if there actually are any to speak of) back.
