What version of windows are you using?
Does the BIOS detect all 12GB of RAM?
Are you 100% positive that it is windows x64 installed? (right click computer, choose properties, it should say "System Type: 64 bit OS"

I doubt you do have a 64 bit os.
Since when using a 32 bit os with 4Gb of memory it also reports 3.25Gb
usable.
So I would double check you do indeed have a 64 bit version of windows installed.
If you have go into the bios and have a look for an option that says memory remapping mode. If it is turned off, turn it on.
Save the settings before exiting the bios and then use windows system info to verify 12Gb of memory is populated.

If the OS came with your computer, the license only covers 32-Bit.
However if you bought a DVD of the OS, then there should be 2 versions, one 32 and one 64.
If you don't have a DVD, you will have to purchase one.
Be sure to backup your data before re-installing it, because it will erase everything.
