New Prebuilt computer advice for parents computer

I am researching buying a new computer for my parents office as theirs went south. I am asking the community for some of your expertise in the best prebuilt system for the budget.
All that is needed is the computer as they already have the other peripherals (key board, mouse, monitor etc.). It could be purchased online or at a Best Buy.

Budget: ~$800 US
CPU - Intel
Uses: watching online videos, music, office duties (MS word etc.) (no network card needed), surfing the net.
OS: Win 7 64 bit (with CD!?)

I recommended that we build it as I have done so in the past, but they are skiddish of such. It would be nice to have a system case that could be updated in future when the need arises.
