Help Understanding PC Watts

Hi, I'm new at upgrading my computer, and I there is something I don't get.

If I had a 350w power supply, and I used a 350w Graphics card, would the computer run bu supplying more power or would it use all of the power of the PC.

If you load the power supply with a power consumption larger than it can deliver, the power supply will burn out and die.
So you should never go over the 350Watt, preferably stay in 70-80% of the maximum wattage of the power supply.
