How do I know if it's already thermal compound on a cpu?

The only reason you would need to buy thermal compound is if you were buying an aftermarket cooler, the stock cooler has thermal paste on the bottom of it and it works fine.

If you buy a complete PC, there should already be thermal paste on the CPU.
If you are buying a CPU in a retail box, the thermal paste is applied to the heatsink. You install the heatsink on top of the CPU.
If you are buying an OEM (not in retail box) CPU, there is no heatsink. You need to buy the heatsink; most come with their own thermal paste which you must apply yourself. The thermal paste should come with instructions.
