High temperature in my GTX 570 and hot when touching it.

So my current idle temperature of my gtx 570 is 51 degrees at the moment. With my old ati 5850 , idle was about 43 degrees.

And also , when i touched its back , it was hot.

I cleaned it with compressed air but i didnt unplug the case and the heatsink. Just cleaned fans with compressed air.

Should i re-apply the thermal compound ?

At the bottom , theres my psu , and beside it two 120mm fans intaking air from the bottom. 1 of them is under the HDD and the other exactly near it at in line exactly with the ram.

Cable managment is pretty nice too. All i got is some wires going from the psu passing over the one of the bottom fans that is in line with the RAM.

I assume you have some exhaust fans too? because you don't mention them.
51 degrees idle is way too hot, idle should be about 30-35. What case do you have and how many fans and how are they placed?

Intake fans are 2 side fans (120mm each) placed beside the HDD'S and 2 bottom fans (120mm each) placed under the HDD and other one beside it in line with RAM.

Exhaust fans are one rear fan (120mm) and one top fan (200mm).

Case is the Coolermaster Storm Styker.Exactly like this picture , even the fans installed , except i installed 2 bottom fans as well.

Oke that seems fine, i always recommend negative airflow (more exhaust than intake) but that shouldn't make a huge difference.
You might want to check on how many Mhz it's running while in idle, if it's higher than it's supposed to be you might want to reinstall your drivers and see if that helps.

At the moment it's at stock value with 732 clock and 1900 memory.

Should i uninstall all drivers and install them again? You think it helps ?

There's no hurt in reinstalling the drivers! let me know if it helps.
Just the GPU drivers of course :p

WTF ?i re-installed them and temperatures went down from 51 to 39-40 !! :D ... My case is closed in a corner so i cant expect better temperature unless i move the case to a better place.

Nice that's a lot better! I doubt it will lower your load temperatures but this is a general fix for high idle temps :) glad i helped out!
