PSU won't turn on after power outage. Chieftec CFT 650 14CS

Today I had power outage and my 4 year old Chieftec CFT 650 14 CS won't turn back on, actually when I use on/off switch behind PSU and turn it on I can see mouse light lits up for split of a second then psu shuts off and when I l came closer to psu I could hear some clicking noise coming out from it, it looks to me like it enters into some kind of protection mode or something. I tested it on a different system, same thing when I try to turn it on via switch that is located behind the power supply I get power for split of a second. Also I tested grounding and voltage from my power line and everything looks fine. Thanks in advance!


EDIT: Now I went even further... I shorted green and black wire took my mulimeter and woala, every voltage is as it should be and psu fan works. But as soon as I connect it to any motherboard it refuses to start. -.- now I know that psu actually works but I guess that something with starting system isn't right. Any help would be appriciated I don't want to throw psu that actually works (only when you short green and black wire tho xD)

Yeah it's PSU, something is wrong with standby circuit (purple wire) that gives power to the motherboard while pc is turned off. When it's not connected to motherboard it gives stable 5v but if you connect it to motherboard it drops to 3,5v. Paperclip test works fine even on load (I used 8 HDDs for that test) so my best guess is standby circuit failed due to power outage... Really shame because main power supplying circuit seems to work fine.
