Office computer on a budget

Hello,
I'm buidling computer for office use. More or less for some accoutning and office like programs. Internet surfing, some movies watching and so. No gaming. Of course it is still good that overall computer is as fast as possible, with more opened tabs and so and reliable, so it will work without hussle.

I know the prices won't be the same where you are watching, but if you have any improvement overall (better to go with i5? ) and motherboard, more ram? please tell me. Just don't focus on some good current deals in specific countries, but usual pricing.

The system will run Windows 8 (64bit I guess)

 
I would go for an AMD "A" series APU chip. Good graphics if it's needed for HD video, etc, cheaper than the i3 and with the price difference, upgrade the RAM to 8GB.

Guess it depends on how much you want to spend per system and where are you shopping from?

Not familiar with AMD at all, which Mobo specifically I should go for and which processor?
I trust Asus the most, but if there are other proven that is good as well. How is with the heat and power consumption with AMD?

The budget around 350€ to 400€, the cheaper the better of course, but to have a nice computer so you don't experience much waiting and so when normally working on it, fast boot time etc.
