Recourse in hypothetical DIY pc worst-case scenario

What recourse do DIY computer builders have when they throw the switch for the first time and, instead of a WELCOME screen, they are greeted with a puff of smoke?

Take a look at the one-star reviews of power supplies and other components on sites like Amazon. A small percentage of buyers of brand new components are horrified to discover that their project pcs have been ruined by a single faulty component.

If this should happen, what would be the best next step?

Buy a good quality PSU. Corsair, Seasonic, Antec, OCZ, etc... http://www.eggxpert.com/forums/thread/323050.aspx ...and you won't have that problem.

Before you start your build, breadboard the MB with just CPU/Cooler, 1 stk memory, PSU, video, and keyboard. You can start the system by momentarily shorting the 2 pins that the power switch would connect to. Or drag your case close enough to plug in the power switch and use it.
That will test the board to be sure it isn't DOA. Be sure to set the MB on an insulated surface like the box it came it.
