HD or Motherboard Failure

So my PC broke down. Upon initial inspection, I suspected the HD to be faulty (tried it with other PCs and it wont be detected) so I bought a new HD. Upon connecting my new HD up, it still wont work. It would just power up and wont even go into the BIOS menu (or show the Mobo logo, etc.)

I'm out of ideas, and I don't really want to do a full replacement of this entire system. Does anyone have a clue on how I can diagnose what's really wrong with my system?

My specs:

Motherboard: AsRock G41 VS3 R2.0
Processor: Intel Xeon X3220 OC'ed to 3.0 GHz (I have since brought it down to its 2.4 GHz base clock)
HD: Seagate 500GB (the 'broken' one) and WD Blue 1TB (the new one I just bought)
PSU: 500W
GPU: Asus GTX 650
Cooler: Stock Intel cooler

All parts are a little over 6 months old only. :(
