When I play Guild wars 2 (high settings) and go into massive cities, I get a uge FPS drop. I can go from 60 to 20.
So I ran MSI afterburner in the background and nothing seems to be at full usage.

my components :
GPU : gtx770
CPU : intel core i7 860 @2.80GHz
RAM : 8Gb

-My gpu usage stays around 60-65%
-My Core clock speed is around 60-70%
-Individually, some of my cores are not used, some are around 60-70 %

I don't understand what's my problem. If its my CPU, then why isn't fully used ? If its my gpu .... well.. I expected a gtx770 to do better D:

Any hint on what is my problem ?

The GPU CPU combination you have is superb but the game isn't. GW2 is extremely intensive on the processor. Since you ran MSI Afterburner and your GPU usage is not constantly 99-100%, then you likely have a CPU bottleneck. You can use task manager to monitor CPU usage while playing, if one or more cores are maxed out, then you have a CPU bottleneck.

Also a quote from a member "You might not notice much of a difference because, today, culling no longer occurs in pve. Now everyone is being displayed on your screen, so you take a performance hit."

It may not essentially bottleneck the GPU in any way, but it is capable of showing lack of performance in games that are CPU intensive such as GW2 and ArmA. The FX-6300 can run GW2 nicely without effort but still struggle in areas. It's not really worth spending another 300 on a processor with ideal power when you can deal with the game alone and move on, or wait till optimization occurs.

Final say is, there is no point in upgrading if the game itself is the issue.
