So I am thinking of building a budget PC around $600-$700. What is a good GPU. I have heard the r9 280x is good but it is half the budget I have. Any suggestionsÉ

According to tom's, the 270X isn't worth the extra money, but if you find it for cheap then sure, go with it

7870XT (not the GHz edition) is far better than any of the card in your budget! SEE THE BUILD I HAVE MADE FOR YOU IN THE ABOVE POSTS

Well thank you! So if I go with the 7870 or the gtx equivalent will I bottleneck it with a fx 6300 or a fx8320É
