My current specs:
Motherboard: ASUS M5A78L-M/USB3
RAM : 8GB
PSU: 600W
Graphic card:AMD Radeon HD 6700
So i'm planning to change the graphics card into either of these:
GTX760 or GTX 770 or GTX 780
my question is will i need to change the motherboard and the psu ?

The wattage is plenty. But what brand is that PSU from? I would not risk pairing a good GPU with a cheap low quality PSU.
Also tell some more things :
1. What CPU do you have? Exact Model Number
2. What PSU do you have? Again the Brand and model both.
3. What is your budget for the graphics card? AMD has some good options too.
Tell these details and then we will look to what could be done.

You put twice 770
There won't be any problems with the motherboard or the PSU, you should be perfectly fine.

But tell the CPU that you are having. We have to check if there is bottleneck or not. Just tell the three things that I asked you. They are sort of important. And by the way the GS 600 is a good PSU from Corsair, so no problems with the PSU. But what CPU and budget do you have?
My CPU is AMD Phenom(tm) II X4 965 Processor 3.4 GHz
Budget max i can get up till gtx 780

But the maximum that your CPU can go without bottlenecking is the Nvidia 660 or the AMD 7870 / R9-270
So, if you want more gaming power then you would need to upgrade your CPU. The CPU would definitely bottleneck anything more than the Nvidia 660/ AMD 7870/ AMD R9-270.
So, I suggest you to upgrade your CPU first.
What is your upgrade budget I might ask? Assuming 500 dollars, since that is the price of the Nvidia 780.

Best solution
This is the best upgrade path :
+ i5 3470, awesome CPU for gaming. Almost as powerful as the 3570k, just cannot be overclocked.
+ AMD 7970 = Almost as powerful as the Nvidia 770
+ MSI B75 MA P45, nice motherboard with many features for a good price.
PCPartPicker part list / Price breakdown by merchant / Benchmarks
CPU: Intel Core i5-3470 3.2GHz Quad-Core Processor ($179.99 @ Newegg)
Motherboard: MSI B75MA-P45 Micro ATX LGA1155 Motherboard ($70.80 @ Amazon)
Video Card: PowerColor Radeon HD 7970 3GB Video Card ($259.99 @ Newegg)
Total: $510.78
(Prices include shipping, taxes, and discounts when available.)

and lastly, what properties to look at to see whether the system will be bottleneck or not ?

The previous build was assuming 500 dollars as budget. Now, this build within the budget range of 500$-600$
+ 4670k, based on newer and more powerful architecture, Haswell and can be overclocked.
+ Decent Z87 board with support for overclocking.
+ 7970 is as powerful as the Nvidia 770. Has 3GB VRAM which is a definite plus and has a wider bandwidth bus. Hence I would prefer this over the Nvidia 770. It is also cheaper and comes with 3 free games of your choice from the bundle of 8 games.
PCPartPicker part list / Price breakdown by merchant / Benchmarks
CPU: Intel Core i5-4670K 3.4GHz Quad-Core Processor ($219.98 @ OutletPC)
Motherboard: ASRock Z87 Extreme3 ATX LGA1150 Motherboard ($114.99 @ Newegg)
Video Card: PowerColor Radeon HD 7970 3GB Video Card ($259.99 @ Newegg)
Total: $594.96

Have a look at the $500-$600 build I posted. It is quite better. Better CPU, Better board and overclocking potential.i already looked at it, and maybe i can push a bit on graphics card price...just maybe...what if instead of using Radeon HD 7970, i use gtx 780...will it bottleneck the i5-4670k ? reason why i might consider gtx 780 is because the benchmark gives big different with all other cards... radeon hd7970 - gtx770 - gtx 760 not that much

Yes, the 780 is a very good choice. Go for it.
Also if you don't mind your card getting a bit hot then you can also go for the R9-290. It performs similar to 780 and costs just 400 dollars.
But yeah it is quite noisy and runs hot. But you can always wait for the Custom Coolers from Sapphire, Asus, Gigabyte, PowerColor, etc to launch their custom cards which would be cooler and quieter.
But as for now the 780 with 4670k is an awesome combination. And no, it would not bottleneck it at all.

4670K can handle the GTX780 just fine and no bottleneck.

A very good choice on the hardware front. i5 is a beast, so is the Nvidia 780. So, it would be literally awesome.
