Will cards needing more than 2 Expansion Slots become a Standard

My friend keeps telling me to not make Mini ITX Gaming Rigs [I LOVE Mini ITX] because apparently cards will need more than 2 Slots on the Case and that will become a Standard.

No not for a while at least. All current gen high end cards from both AMD and Nvidia come with two and three slot variants. If you're going mini ITX just make sure you have adequate cooling, because the real issue there is heat dissipation.
 
Nope. There are a few custom coolers that take up more than two slots, but they're rare, and you can get other manufacturer's variants of the cards without them.

Besides, card power consumption (and thus heat output and required cooler size) has actually gone down slightly over the last few years IIRC.
