Is my FX 8120 bottlenecking my HD 7970?

Hey everyone, I recently picked up BF4 and noticed my FPS is horrible on high. I tried turning down my graphics to low and I got around 40 fps and then turned it all the way to ultra and got around 40 as well. I know this is signs of a bottleneck, however my CPU while running the game is getting around 60% usage, and not 100%. Also, my GPU gets around 50-60% usage.Do I need to invest in a new CPU? Help!

These are my specs:

Sabertooth 990fx
Sapphire Radeon HD 7970 ghz edition
AMD FX 8120 3.1 Ghz
8 Gig of ram
850 W Power Supply

The 8120 is known for bad optimized and slow single core performance.
You can change to a 8320 and it will help A LOT.

50-60% GPU is a clear indication of a CPU bottleneck. the CPU does not need to run at 100% to be a bottleneck.

Solution
Try updating your drivers And make sure your card isn't overheating because when cards get hot they turn down performance to stay within their heat limits. The Sapphire Radeon HD 7970 ghz edition blows hot air around inside your case so make sure you have good exhaust
