Computer cycles several times before it finally boots up.

I've recently upgraded an older (custom built) computer with a new video card (PCIe). For a few days, it seemed to be working just fine. Then, for no apparent reason, the computer started taking longer than usual to boot up. By this, I mean, it looked like it was cycling back-and-forth between the LED power button, and the DVD LED light. This takes about 6-8 times (only lasting about 15 seconds total) before the computer finally starts booting. Then...everything works just fine.

I've run some of the typical diagnostics on it, checked for viruses (just in case), and everything is a "go." Nothing fails, and nothing is picked up as a problem.

So...I decided to update the PSU to a more powerful one (400w to a 650w). Still...no change.

Honestly, I've never seen anything like this. I could understand a cable causing an issue, but I've also tried detaching the DVD player, and then...the ON-BUTTON LED just blinks for a while...then boots.

I've re-seated the video card twice, but that makes no difference at all.

Weird.

Any suggestions? I'm all eyes and fingers. :)

Yeah, checked that to be sure, and it is. Tried making CD "first boot device," and no change. Still blinks back-and-forth between the two for a while...then boots just fine. Runs just fine as well.
