Gaming PC running horribly

Specs:
i5 3570k
8 gb ram
GTX 670
1 500 GB hard drive, 1 750 GB hard drive.
Antec 650w Power Supply

I was away for 6 weeks, I come back and boot up my PC. Everything runs EXTREMELY slow. I get 15 fps on CS:GO. I updated my graphics drivers, the previous ones are deleted, my hardware is ALL recognized at functioning. I unparked my cores, ran a virus check (My pc has been turned off for a good month and a half) None of it works. Why is this happening??

Under full load? Doubtful. What are the temps under FULL load. Like 100% CPU and 100% GPU load.

Run a CPU stress test like prime95. Then run a GPU stress test like a VERY graphic intensive game or something like unigine heaven.

The temperatures are not the problem. It is running cool and every fan is working perfectly. It is running horribly slow

You still haven't stated the temps under load. This could EASILY be the problem.

Fans can be spinning like crazy, it doesn't mean anything if your CPU cooler is improperly installed.

It hasnt been touched for 6 weeks, and 6 weeks ago, it was running amazingly. I will check it anyways though

Thanks. It is just something we need to rule out. Run prime95 for the CPU and a heavy game or unigine heaven for the GPU.

CPU test just randomly closed when it was finished, idk where to find the results.

you must download a program like coretemp to monitor the CPU temps during the test. The CPU temp is what I care about.

Yes, its clean. Figured out If I restart my computer like 4 times it fixes it but I have to do this every time i start my PC
