New CPU not working. Defective?

Just picked up a HP DC7800 SFF for free from a friend. And have done some upgrades to it. The last thing I ordered from amazon was a Q700 Core2Quad processor after making sure it was supported on my motherboard. Got it in the mail, installed it, windows would not load. 1. Flashed BIOS update...didn't work. 2. tried to boot from windows CD and do a fresh install. Didn't work. 3. Took CPU back out...cleaned off thermal, made sure there wasn't too much, made sure the pins were all clean and not bent (with a magnifying glass) and reinstalled. Repeated step 2 after it didn't work. Tried every method of applying thermal I know of, and even looked on this site to make sure there weren't any other ways I didn't think of. Still no good. I have several blank 1TB hard drives laying around and I swapped those out to see if I could do a fresh install of it on a new hard drive..nothing. Finally after messing with it for 8 hours I gave up and installed my old core2duo and it booted up just fine. Did I get a bad CPU? It was new. Bad batch maybe? Thanks for the help. Below are the specs to my computer

Model: HP DC7800 SFF
RAM: 8GB PC2-6400 800MHZ DDR2
CPU:Intel e6550 core2duo 2.33ghz
Hard Drive: 1TB
Video Card: Nvidia GeForce 610 LP
PSU: 400 Watt (talk about having a hard time finding one that would fit)
OS: Win 7 Professional 64 Bit

The time you were building with Q700 Core2Quad, as per you all things were correct...
You can install a fresh copy of windows from CD right?
If not then can you see your boot screen, the screen where you see your motherboard info from where you can jump to bios... ?? If not then it is processor problem....

If yes then try installing OS with another CD... Maybe the CD would be corrupt...
If you have installed your OS and it is working with the old Core 2 Duo, then it is problem with your Q700 Core2Quad ... As you have bought it now get it returned or replaced by a new one....

See HP DC7800 USDT does not support Core 2 Quad Processors but HP DC7800 SFF do.... Are you sure it is SFF ?

I think the processor you bought is defective and hence you should immediately replace it...or ask for returning the product..

No, it wouldn't even let me boot a fresh copy from the CD. I should have clarified that more in my original post but I was exhausted. It did the "loading files" portion. Then the moment it camp up to the windows loading screen it froze. I have multiple CD's and it was the same with each (even when using one of the blank hard drives I tried). I can get to my bios and setup screen, and I flashed an update to the bios from there that went through fine. The only other screen I can get to is the black start windows screen..the 2 modes listed are launch startup repair or normally. I get a blank black screen when doing either. The OS and drive worked perfectly when I put the old core2duo back in. So I think you are right in saying it's the processor unless I'm missing something.

Yes I am 100% sure it is the SFF. I even measured it when I first got it to make sure because at first glance they look similar. But the SFF has a removable PSU (which I replaced after a lot of measuring and googling) as well as more expansion slots that I have. If you note I'm running 8GB PC2-6400 Ram and that would not be supported, nor would my pce x16 graphics card.

I wrote the seller this morning and requested a refund. It came with a lifetime warranty so it shouldn't be an issue. He said he tests 1 out of every 5 to make sure they work. Guess I got one of the 4/5 that weren't tested.

What tests? Make sure that he do not goof up with your processor as there are many noobs in this world that do not know anything and pretend to be superior...

He should refund you or replace your processor with a new one... better seek for a refund....
Then my friend we should wait until the seller replies... :(
