Computer does not give POST beep and does not boot without resetting.

Many times my computer does not give post beep and does not even boot. Screen shows 'No Input Signal' box I have to press 'Reset' switch many times along with DVD writer eject button, then it gives post beep and boots.

After windows log on, if I give restart command, it does not restart but seems to go in sleep or hibernate mode, Keyboard (Num Light) remain ON but CPU fan stops and Screen shows 'No Input Signal' box. In this condition no niether 'On-Off' nor 'Reset' works. Then I have to switch off the power supply completely and have to reboot again and repeat the process from start.

Initially it also used to gave error of Overclocking Failed, Overvolatge Failed (I changed the cmos battery with new, cleaned dust from the SMPS and get checked from technician. After that it has not given this error for some time)
My (HCL) Computer Specifications are as follow: Mother board is Asus P5GZ-MX (Supports 400 or 533 MHZ), Intel Dual Core Processor, Ram 512mb 667 Mhz DDRII, Windows 7 Professional.

Help me to solve the problem.Thanks in anticipation.

Pull the power from the PC. Disconnect the DVD writer. Disconnect the Reset buttons cable from the motherboard. Then take out the cmos battery. Hold the power button in for about 20 seconds. Put the battery back in. Plug the power back in. Leave the dvd writer and reset button unplugged and try and boot up.
