Hey guys just wanted to know if I can run it. My system specs:

CPU : Intel Core 2 Duo 4.8 GHz
Video: Nvidia GT 610 DDR3 1 GB
RAM : 1 GB (I know, not too much but I ran AC 3 on it with zero lag also Saints Row The Third and Sleeping Dogs)
I think that is all the details you will need.

Solution
You don't meet the minimum system recommendations. 4GB ram is recommended. 2GB is the minimum.

I would question if the video card is strong enough as well. Go here for a list of supported video cards.

http://support.ubi.com

Either way I think you would struggle on minimum settings.

Yeah, but Saints Row The Third also needed 4 GB ram but I ran it on 1 GB also Sleeping Dogs (recommended 4 GB ram, minimum 2 GB) and the video card supported list says Nvidia GT 400, 500 or 600 series and I've got Nvidia GT 610.

Supported doesn't necessarily mean sufficient. As was said the 610 is a cheap low end 600 series card. There's a massive performance difference between a 610 and a 670. I wouldn't ever use a low end card like that for any game. If you install it with everything on the lowest settings possible it might play, but I would think the game play experience would be hurt so bad by the system it wouldn't be enjoyable.
