Power not working when going through EATX 12 V

Hi,
I recently purchased a new build and have an Asus 787-Pro Motherboard. When I plug in the 24 pin only on an external build, the CPU fan and the GPU fans both run. However, when I plug in to the EATX 12V 8 pin, with either 4 pins or 8, the motherboard will briefly turn on and then back off. There is also a defect in that I am not able to see anything when my GPU is connected to my monitor or from the motherboard's onboard plug. I've tried multiple changes to the EATX 12V, with using 4 and 8 pins but only to the same results. I have tried looking up this problem but I am not getting any positive results. Any suggestions or thoughts on how to rectify this situation.

Here are my parts:
PSU: XFX Pro 850W
GPU: EVGA Geforce GTX 770 2gb
Memory: G.Skill Sniper 2x4 8gb 1866mhz
CPU: Intel Core i5 4670K
Heatsink: Stock intel fan/heatsink

I plugged in my antec 1000w from 2009 in the same manner and got the same results. No plug in the EATX 12v I get power but nothing in the GPU. When I plug into the EATX 12v it turns on and off again.

I assume that you also already tried just using one stick of memory, although a memory issue would not be consistent with what you are seeing.

That narrows it down to the motherboard IMO. (I rarely see motherboard problems.) When you pull out the CPU take a close look at the CPU socket pins.

If it helps any I did an external build early with the gigabyte z87n and was able to get to the bios. Now with the plug out of the EATX 12v the fans go on for a full second and then turn off. This is really confusing.
