is the gigabyte r9 280x better or the r9 290 not the r9 290x oky in matter or price and performance

Yeah its a good jump. If you can afford it, get it. However, I've been reading some articles that say the r9 290 has been having some fan problems, so while they have fixed that, you definitely should download their latest driver.

If you can afford a 290, it will play very well on your build.
The non-reference cooling cards have not come out yet, should be a week or two.
Non-reference refers to after market cooling (fans etc...) manufactors will add to make better cooling option from the reference model.

Sapphire, MSI, Gigabyte, Asus are the best in my option.

does that means that the non reference does not come with fans and i have to buy them later or that they are like a prototype and then you adjust it later with the new fans ??
