I might be getting Bottlenecked?

My Specs:
GTX 760
8 gigs ram
AMD Phenom II X4 965
Seagate 7200 RPM 1TB HHD
Asus M4N68T-M V2

Today, I was playing some Team Fortress 2. Not a very demanding game right? However, I notice that my fps is lower than it really should be. I asked my friend who has a 650Ti in his system how much FPS he was getting. He told me around 300, but mine was getting no more than 80. What could be the bottleneck here? My CPU isn't capping at 100% load, it's only at 50% without it being overclocked. An even worse case was when we joined a trading server. There were many people with unusual effects, which need to be rendered by the GPU heavily. He says he gets around 100 FPS while looking at the crowd of people, while I only get 20. Any help?

then there is your issue is that the system is not using all the resources that are available. At this point i would do a google search on it unless some one knows the exact reason for this. It is not a bottleneck it is a resource utilization issue.

I can not help you anymore than this as I'm about to install some lighting in my case and will be off line for a while. Maybe someone can pick up from here.

If you don't have it Download GPU-Z from http://www.techpowerup.com/downloads/2297/techpowerup-gpu-z-v0-7-4/ and click on the sensor tab and run the game, enter a server and play for a few. Then alt -tab out and see if the game is using all of the GPU. sometimes a game will use only 50% of the GPU causing an issue like this. This will eliminate the GPU as being the problem. I am also assuming that you have the latest drivers for the card?

Yep, got the latest drivers. I was actually using MSI Afterburner's On-Screen Display to show the GPU Temp and usage. When I get around 25 FPS it says the GPU is running at 44 Celcius and 18-20% load.
