Asus Z87 Sabertooth, 4770k, No POST and red CPU led

Hey guys, I am new to PC building and need some help troubleshooting my current build.
Specs:
> Motherboard: Asus Z87 Sabertooth
> CPU: i7 4770k (stock cooler for now)
> RAM: Corsair 8GB x 2 1866 Vengeance
> PSU: Corsair 760i
> Hard Drive: Samsung 840 evo 250 GB (no HDD just yet)
> GPU: EVGA GTX 760 OC edition

NOTE: 1) Trying to post via HDMI to TV
2) I do not currently have a Motherboard speaker ( I will pick one up if necessary to properly diagnose)

I made the mistake of assembling the entire PC before test posting it. When I got around to testing it for the first time, the computer powered on for a few seconds then shut off, then came on again and stayed on. Each time the LED indicator light for the CPU was red, but all of the fans in the case were funtioning normally (including the stock CPU fan). After a few attempts at starting the rig again, I decided to take all of the components out of the case to do a proper bench test. The bench tests yielded the same results.

Stuff I have checked so far:
> I have checked to make sure that the cables I have running to the CPU and Motherboard are the right form.
> I have made sure that the RAM is installed in the A2 and B2 slots as recomended by the Asus manual.
> I have tried just one stick of RAM in the A2 slot.
> I have used the self-test function on the PSU to ensure it was funtioning properly.
> I have ensured that the CPU fan is connected to the proper header and that the stock heat sink is properly mounted.

Things I am currently considering:
> Removing the CPU and closly inspecting the socket to ensure pins are in good shape (will either RMA or attempt to remedy this myself).
> Removing the CMOS battery to reset.

Thanks for the help in advance! I will keep reading this great forum to try and find a solution.
 
Solution
Read your manual for motherboard. It might shed some light on what the LED's mean. Also did you connect the external PCI-E connections to the graphics card?

The PCI-E connectors seem fine, although the harness that came with the 760i splits into 6+2 and another 6+2 running in parallel. I ended up using one side 6+2 and only the 6 pin connector for the other side. I have also triple checked the pins on the motherboard to make sure they were not bent in anyway (they are pretty much perfect for both the CPU socket AND the CPU Power In header). I will also continue familiarizing myself with the motherboard manual.

NOTE: I have one additional CPU harness I may try here in a few. I have also taken out the CMOS battery and let the motherboard sit for several minutes with it out.

Purchased a motherboard speaker last night and did a test bench setup this morning only running the CPU to see if I got the memory tones from the BIOS. No tones whatsoever. Still have the same symptoms: fans power up, red CPU light, green motherboard indicator light for a few seconds before it automatically shuts off. The pc starts up again, with the same indicators, no tones from the speaker, and remains on.

NOTE: I have also tried a different 8 pin CPU cable for good measure.

UPDATE: I have finally determined that the original motherboard was DOA. I have taken steps to get an RMA going. I will likely be going with an Asus Z87 Plus or Expert...still TBD.

Still curious what may have caused this issue to begin with. Anyone have any ideas with the above details?! I will mention that I do not own a static band but will be purchasing one before I go with the next motherboard. I went with the PSU+Case configuration to try and combat any static electricity issues.
