Computer being slow [HELP]

I have this machine, its quiet old tho

Its Dell Optilex GX280

I bought it in 2011 January, it was refurbished however parts like RAM,Processor and Hard disk were new.
The problem with it is, it used to be fast enough but now its too damn slow
I reinstalled windows too and increased RAM but its getting slower day by day
I always play Grand Theft Auto San Andreas on this PC and I am playin GTASA from when I bought this.
the performance with grand theft auto game has literally dropped because I used to get 50-60 FPS at low texture quality and 1280x1024 resolution, but now I get like 20 FPS at 640x480 resolution eventhough I increased my RAM.

Things I did :
Installed RAM
Cleaned RAMs and Processor with Heatsink
Turned On Hyper threading (made it a bit fast)
Reinstalled Windows

There can be multiple suspects.

- Virus/malware infection, especially on XP machines
- HDD failure
- Cooling failure
- Capacitor failure: many old Dell machines have bad capacitors

That computer must be at least 10 years old. Hardware failure shouldn't be a surprise. In that case, repairing the machine doesn't make sense, and even can be more expensive, if possible, than buying a new one.

Well I have the latest version of drivers which are on dells website, so yeah.

I have replied with the ram information above

I cleaned processor with Eraser and brush, I don't have thermal paste so I didn't reapplied that

I formatted all the disks and installed windows, so I don't think there are virus on my pc and I keep scanning for viruses with Avast.

HDD is working perfect tho.

Its below room air conditioned and I've opened the casing so it won't heat up.

Not sure about Capacitors.

I always keep auto-updates off

I always turn off extras that I don't need.

I defrag every week, just did yesterday.
