Solution

He didn't screw you at all. You had a problem. He gave you a solution, but you either messed up in the directions, or had another problem, such as a lack of power from your PSU, or an already damaged video card.

That isn't his fault.
try using the cmos jumper and clear the bios with the pc off. it should reset the video back to defaults. with dells and other pre builds before you add a gpu you have to check the wattage of your power supply and if there any newer bios files for the motherboard. some motherboard and gpu wont post due to bios bugs..it happens. most times you look at the dell and google video card upgrades and see what cards (make and brand have worked).

okay how is he not at fault, i ask to help solve a problem, they told me to go to a computer techincian and reseat certain pieces, indicating that they screwed with my bios and need it to be set to default

Computers have a ton of different configurations and sometimes in fixing one problem, you run into a new problem. That is all that happened here. He gave you a solution that will work on most peoples PC, and it happened to run into a new problem.

He is just a help desk guy. Without the PC in his hands, there is only so much he can do. If he was working on it in person, then he'd be able to do what is needed when running into the particular issue.

okay, i see, the computer is black screen and beeps 8 times, do you know anyway i can fix this or help me?

Not without the manual to the motherboard. If you had the model number of the motherboard, you might be able to find it online. Then you would be able to find out what 8 beeps mean, and go from there.

And this is exactly what people here in Tom's run into every day.

Attempting to assist someone:

"I did [18 different unrelated things] to fix the problem of X"
'OK....do Y instead'
"But NO!, I don't want to do that because of I'll lose all my games!"
'Well...that IS now the solution to your apparent problem. It might have been fixable earlier, but all the unrelated stuff you did has completely screwed the system'
