New Graphics Card - Black Border Around Screen?

So, I just got a Radeon HD 4890 (New Edition) From Sapphire, and now when I plug in my main monitor to it (1440X900) using a HDMI cable, the computer thinks it's a HD 1920x1080 display.
I've set the resolution of the screen down to 1440x900, but there are still black bars around the screen and the text is all fuzzy.
It's as if the window is the right resolution but has been sized down.
I have tried the under/overscan slider in AMD Vision, it eliminates the side black bars and MOST of the top ones for some reason, but does not fix the blurry fuzzy problem. I am also having problems with the colors being too bright and too rich at the same time. I have tried the monitor color settings and the color settings inside AMD Vision/Windows.
BUT Here's another thing;
when I put something like a video game in FULL SCREEN at 1280x768, the color problems AND the black border all go away...
Ans also when I change the resolution of the OS to 1280x768 it does the same thing BUT everything is all very big and still fuzzy.
