My PC turns on and then off repeatedly

Hey everyone,

So I was just surfing the internet and then the display went some sort of radio effect and then I tried to restart the PC and then it keeps on turning on then off repeatedly. I'm sure that it's not with the very important parts like Motherboard, CPU, GPU, etc. or else it'll be a big problem to me since the parts that I bought is pretty expensive.

I don't wanna change my PSU, if it's the problem that caused it because my PC have been shut off because of the black-out because a typhoon just hit our country so the current provider is fixing the electrical thingy from a nearby town so I think that's why they turned off the current for 2 times today. I wanna make it sure so if the PSU is actually broken, I'll tell my dad that the 2 times black-out was the reason why my PSU got broken.

My PSU is a 500w 80+ and this is just a temporary PSU because I am getting Corsair HX 1050w sooner and I don't wanna wait until I get my hands on my PC again until I get the new PSU.

*Update: So I found out that it would work in a few turn on and turn offs but the display is really weird. I'll try to swap my family's computer's VGA cable to my PC if it would work then the VGA cable might be the problem.

Hello... Check AND Re-seat your POwer connectors from your Power supply to your Video card... DID you use an ADAPTOR between them?
YES... you could Plug in the GT620, into your computer as a TEST.
Re-seat your memory sticks... or try to boot with 1 memory stick in the machine.
Reset your Motherboard BIOs, check manual for Jumper or Push button location.

Also if you can in the future... Use a DVI or HDMI monitor and connection/cable with that wonderful Video card... Your EYEs will thank you later for it!!!

Apparently no but we have another card that I chose for my mom's computer. GT620 2GB and I have my own PC, the card's GTX 760 by the way.
