Is the Seidon 120V/120M enough for a 4.5GHz 4670K?

I want to make an ITX PC with the above mentioned AIO liquid cooler for the CPU since there is only a 120mm fan space. Are those enough cooling or do I need to step up to the 120XL? The difference in price in my place is around $20 so stepping up is not a big deal, but I'm going for as cheap as possible here.

I would upgrade to the 120XL. I have read a few temperature statistics with the 120V and that cools an i5 to 60C-65C @ 3.5 GHz. As you're going a GHz beyond that, I would not risk the 120V. You don't want to go any higher than 90 Celsius, because that is the absolute limit for the Intel i5 4670K.
You could always buy the 120V anyway, but I wouldn't expect that you will be able to reach 4.5 GHz safely with it.

Also very important: GET GOOD THERMAL PASTE (Thermal Interface Material, aka the stuff you blob in between your cooler and CPU). The stock is never good. I would recommend you get Arctic Silver 5. I have reached incredible temperatures with that and just an air cooler.

Final tips:
- Just to be sure, don't go 4.5 GHz at once, slowly increase to make sure the cooler can really handle it.
- Make sure your airflow in your system is good.
- If you can, make a push pull system for your water cooling. The 120XL comes with 2 fans, but the 120V doesn't, so try to get an extra fan. (Push/pull, if you don't know yet, means that you have one fan pushing air through the radiator and the other fan pulling the air out)

Yea, that what i was thinking. So im gonna probably get the 120XL, and i do know what's push pull. But thanks for the reply! :)
