7850 is better in performance.
How much does the 2 cost?

The 7850 is much better than the 650ti. Only people who buy the 650ti are people who don't know any better.

In general both GPU perform about the same at stock speed. The 7850 has more overclocking headroom, but with only 1GB of vram it's going hurt when you push texture quality and antialiasing.

I'd go with the 650 Ti Boost just for the vram, unless you can find a 2GB version of 7850 (doesn't have to be overclocked)

The VRAM factor genuinely counts and tilts the game in 650Ti's favor, but what about badwidth and memory bus. How much do these count?

Bandwidth: 143GB/s for Boost vs 202GB/s for 7850
Memory Bus: 192-Bit for Boost vs 256-Bit for 7850

One more question: Will increasing RAM compensate for low VRAM(warning:I'm technically naive)?

Yes the vram on the 7850 is faster. The benefit from the faster vram isn't going to make up for the lack of 1GB.

And you can't add ordinary RAM to compensate for vram.

The answer largely depends on the cost of both cards.

I have yet to see games that benefit from more than 1GB memory on resolutions <=1080p. 3D rendering softwares will certainly benefit from extra memory. Performance wise 7850 is better.

To illustrate better, look at HD 6950's performance(the closest to 7850) in these 3 links
Entry
Performance
Extreme

Battlefield 3 DirectX 11 [A] Entry
1280x720 Graphic Quality: Low Field Of View: 60
6950 1GB: 121.10 fps
6950 2GB: 120.90 fps

Battlefield 3 DirectX 11 Performance
1920x1080 Graphic Quality: High Field Of View: 75
6950 1GB: 57.90 fps
6950 2GB: 57.92 fps

Battlefield 3 DirectX 11 [C] Extreme
2560x1440 Graphic Quality: Ultra Field Of View: 90
6950 1GB: 11.94 fps
6950 2GB: 12.10 fps

You can see the difference is very less. The difference is maximum in the extreme version but you certainly won't be playing battlefield 3 at 12 fps. The point is performance becomes the larger deciding factor than amount of memory more than 1GB

here is a 650 ti boost super clocked (sc making it very close to 660 performance) for $150 you can also get a 270x for $200 for better performance both of these are nice updates/improvements from their originals the 270x out performs 7870ghz edition by 5+ fps on most things...

Tech specs don't count when making a purchasing decision, just performance and overall they perform the same-we're only talking about a few FPS difference in most cases here.
Extra memory is always handy but it will not make much (if any) difference in frame rate. What it will do is help to prevent those 'glitches' when turning quickly or moving into a more complex location, say from inside a house to the lush jungle outside, which are caused by the card having to suddenly load extra data-data a 2Gb card can hold and a 1 Gb card can't.
